Background[]
The new girl at the Falls, Chloe comes from a less wealthy background than most of her peers--economically, her family is in the lowest 2% in town (her father is only worth about 10 million). Chloe's family only has one summer home, and her family owns the smallest yacht in town.

Mackenzie and Chloe are attracted to one another, but they can't decide whether to act on their feelings, knowing this would make them a target for gossip. She is constantly shown asking Mackenzie to do something about his feelings for her but when he finally asked her out, for an unknown reason, she rejected him.
Penelope[]
Penelope, who wants Mackenzie for herself, sees Chloe as a threat and takes advantage of every opportunity to insult her about being regular.
